Manager, QA and Testing (Finance)

Job Summary
Manager of Testing & Quality Assurance is responsible for the effective development and implementation of software quality assurance (SQA) programs to ensure that all software programs and products meet minimum organization standards and end-user requirements. Ensures adequate product testing prior to implementation and automated testing in support of software deployments and system changes. Through the Quality Assurance team, establishes and maintains Software Quality Assurance (SQA) standards, procedures and controls. Works with software engineering and development during product creation and establishes checkpoints for testing new products. Initiates corrective action for product deficiencies and provides senior technical expertise for software program troubleshooting.
Education & Experience
Required:
• BS in Computer Science or a related field; professional experience may substitute for formal education
• U.S. Citizenship
• Must be able to receive a favorable Interim and adjudicated final Department of Defense background investigation
• Five years' IT quality assurance and/or software development experience, including testing and/or programming
• Three years' experience in either web application and relational databases, or desktop application technologies and relational databases
• Three years' leading, managing and/or supervising people
• Experience in leading both automation and black box testing teams
Preferred:
• Certification from a Professional Organization specific to Software Development, Software Testing, or Quality Assurance
• Experience working with automated test tools within a DevOps or DevSecOps environment
• Experience working in a high security environment supporting Healthcare and/or Government
Key Responsibilities
• Supervise and lead a group of quality analysts in the Information Technology department.
• Provide oversight and guidance to team for the effective and timely development of acceptance standards that support the quality objectives of the IT department.
• Schedule and balance team activities to meet deadlines for deliverables and meetings.
• Provide periodic reviews of team member performance using both formal and informal mechanisms.
• Mentor team members in best practices and skills development.
• Escalate issues and problems to Senior Management that prevents or hinders the team's ability to perform optimally.
• Identify potential service level problems before they occur and implement or communicate solutions.
• Lead implementation of departmental operating procedures, applicable security procedures and support/practice needs to ensure that the quality of service provided meets customer requirements.
• Recommend and participate in the development and implementation of processes that improve efficiency and enhance productivity.
• Create and execute QA and testing processes on systems, networks, hardware and software.
• Perform quantitative data analysis to gauge effectiveness and efficiency of processes, customer satisfaction and product/service quality.
• Work closely with the software development team to ensure full knowledge of the proposed software design and that testing covers all aspects of intended functionality.
• Work collaboratively with all IT teams to develop standard operating procedures and quality goals that ensure consistently high-quality products and services are delivered efficiently.
• Monitor the effectiveness of processes and standard operating procedures, identify weaknesses and assist in implementing improvements.
• Monitor compliance with quality standards through reviews and audits on products and services delivered by the IT department.
• Evaluate requirement documents to ensure the clear, concise and verifiable information.
• Develop and execute test plans that are traced to documented requirements.
• Providing feedback on quality to the development team to induce changes in the development process.
• Provide regular and timely communication to all stakeholders on their performance regarding compliance with quality standards.
• Report any deviations from established quality standards to the appropriate team and document corrective actions taken to ensure standards are suitable and understood by all members of the team.
• Review any complaints received from stakeholders, assist in identifying the cause and recommend corrective action if required.
• Manage, control, direct, and supervise assigned direct reports, including general leadership, planning, organizing, and reviewing.

Working Conditions
• Works in a standard office environment, with minimal travel
• Works non-regular hours as required
