Operations Manager (Finance)
Position will cover Bremen and Doraville Areas.
PRIMARY PURPOSE
The Operations Manager is responsible for the safe, efficient, and economical protection, operation and general maintenance of the right of way, pipelines, and facilities in a designated Area. Responsible for maintaining communications and good relations with employees, customers at terminals/refineries, property owners, and local/state agencies.DUTIES AND RESPONSIBILITIES
• Recruits, interviews, hires, develops, and manages performance of employees.
• Develops & maintains working knowledge, and manages compliance of company and regulatory requirements (PHMSA, EPA, OSHA, USCG, LOM's, etc.) for pipeline integrity, right of way protection, and tank farm facilities.
•Manages and coordinates activities of operations, maintenance, technical, and support work groups within assigned Areas and with the Operations Control Center.
• Ensures overall environmental compliance for assigned area. Has authority to obtain resources necessary to minimize environmental impact in the event of a hazardous waste release.
• Manages and ensures completion of all assigned CMMS, OPSINFO and other scheduled tasks across area of responsibility.
• Ensures qualification and preparedness of Area emergency response team, enabling efficient and effective performance of their duties. This position is required to maintain a readiness to respond to emergencies on a 24/7 basis, and serve in the capacity of Incident Commander and direct response efforts on behalf of Kinder Morgan. Must be or soon become HAZWOPER qualified after assuming position.
• Develop and maintain positive rapport with local / community fire departments and emergency response agencies, including state and federal regulatory groups, state & local law enforcement agencies and property owners on the right of way and in the area of tank farms and our pipeline operation facilities.
• Reviews, updates and maintains a working knowledge of various emergency and business contingency plans, including fire prevention planning, Integrated Contingency plans, Facility Security plan, Inclement Weather, SPCC, Hurricane, Freeze Protection, etc.
• Leads, coordinates, and otherwise promotes safety and training activities within area of responsibility. Ensures all employees have received required PHMSA, OSHA, KM, and other required and scheduled training.
• Maintains audit preparedness and participates in PHMSA / DOT field audits.
• Makes periodic inspections; MBWA (management by walking around) of all facilities, properties, installations, and right of ways.
• Ensure completion of action items using an efficient system of follow-up.
• Responsible for and ensures completion of incident investigations, coordinates documentation of near-miss reports, DOT and KM leak and incident reporting, foreign line change diagrams, underground pipe inspection reports, and repair and leak reports.
• Prepares annual operations, maintenance, and capital budgeting for areas of responsibility. Responsible for managing teams to meet budget and company goals and objectives.
• Responsible for efficient and effective management of a bargaining unit labor force. Coordinate bargaining unit activities with other Operations Managers across system to ensure consistent application of the bargaining unit agreement.
Position Requirements
EDUCATION
• High School diploma
• BS in engineering or business highly desirableEXPERIENCE/SPECIFIC KNOWLEDGE
• Minimum 5 years work experience in pipeline operations and / or maintenance
• Basic knowledge of relevant & applicable government programs and regulations
CERTIFICATIONS, LICENSES, REGISTRATIONS
• Possess and maintain a valid driver's license and be insurable by company insurance carrier

• Ability to lead and manage people in maintaining, changing & improving area operations.
• Demonstrated organizational skills to handle a variety of matters simultaneously. Ability to analyze and solve problems and make effective decisions.
• Ability to read and understand written material in English
• Ability to clearly and professionally communicate orally and in writing in English
• Basic computer skills using Microsoft office package (includes Word, Excel, Outlook and PowerPoint) and quickly learn to use other company computer programs
• Ability to accept direction & supervision and work cooperatively with people.
PHYSICAL DEMANDS
• Visual ability to conduct inspections, review operations and maintenance activities in progress and view operating grafts, charts Ability to walk on uneven surfaces on plant facilities and right of way and climb stairs and tank ladders
• Ability to work inside and outside in all weather and in daylight or darkness
• Ability to work expected and unexpected extended hours in emergencies, equipment or service interruptions, and/or other related circumstances
WORKING CONDITIONS
• Inside office and outside in all weather, daylight and darkness on smooth surfaces, uneven terrain, sometimes climbing tank stairs or ladders
• Position is required to travel, including overnight and during others times as determined by effective management and oversight of area of responsibility.
SUPERVISORY RESPONSIBILITY
• Responsible for development, effective performance and performance assessment of professional, supervisory and operations & maintenance employees
• Management of union represented pipeline operations and maintenance employees requires knowledge of and appropriate application of management skills and the current collective bargaining agreement, with appropriate involvement of union representatives.
OTHER RESPOMSIBILITIES
• Other duties, tasks and assignments as determined and assigned by immediate supervisor.
