Position Overview:
ARKA is currently seeking a Program Manager to lead our Signature Management and Analysis (SigMA) team. You will be leading a dedicated team of developers and engineers who create and support advanced aircraft maintenance software and integrated systems that allow our customers to keep their fleets operating at peak performance. This position will be responsible for leading and managing all aspects of program development and execution including cost, schedule, and technical performance, from support of project ideas and proposal development through product delivery and contract closeout. The Program Manager will be a leader in the organization as one of the primary interfaces with external customers, working to grow the program area and acting as general manager of designated programs.

Responsibilities:
Engage and motivate the SigMA team to help realize their objectives. Identify and lead proposal development efforts, including working with other team leads to identify and capture new business, engage the proposal team, coordinate proposal solutions, generate compliant basis of estimates, and prepare technical and management proposal
Act as general manager of assigned projects, with overall ownership and control of cost, schedule, and technical results
Provide technical expertise in the area of Low Observable maintenance
Develop program plans to ensure proper dissemination of contract requirements and scope into effective elements for execution. Monitor alignment to program plans for effective control of cost, schedule, and technical results
Utilize and share program management standard tools and processes in line with business operating procedures and contract requirements
Interface with contracts, finance, and procurement to monitor and control program activities through all phases
Coordinate with other SigMA team leads to ensure adequate resources are assigned across all Program Area projects
Prepare regular status reports for internal and external management
Manage and mitigate program risk
Communicate regularly with the customer to ensure a high degree of customer satisfaction
Required Qualifications:
Bachelor's degree in Engineering or related field
Minimum of 10 years of relevant industry experience in Low Observable Maintenance, personnel management, or technical leadership
Excellent interpersonal and communication skills with proven ability to work effectively with all cross functional organizations in a matrixed environment
Ability to work in fast-paced environments, with proactive work ethic to address and resolve common program challenges
Ability to influence and motivate team members
Demonstrates ownership of program results
Experience/knowledge of government contracting
Active TS/SCI U.S. Government Security Clearance with the ability to obtain SAP/SAR
Preferred Qualifications:
Working toward or have obtained MBA or Master's degree in Engineering or related field
Working toward or have obtained Project Management certification
