PRINCIPLE RESPONSIBILITIES: Under the supervision of the Senior Public Affairs and Media Relations Manager, the Policy Analyst is responsible for tracking, analyzing, and reporting legislation, and proposed rules at the state and federal levels that may impact the Alliance and its membership. This may include designing policy advocacy activities and developing and making recommendations to advance the Alliances strategic plan goals at various levels of government. This position will prepare detailed written and oral reports to present at various external meetings as well as within the organization. The policy analyst will support with scheduling, attending meetings and maintaining relationships with local, state, and federal elected officials/their staff, as well as government agencies. The policy analyst will develop legislative analyses and white papers on issues that may impact the Alliance at the state and federal levels. This position will maintain and distribute a monthly legislative tracking report. In addition, this position will provide updates to impacted departments throughout the legislative process. This position will also participate in trade association meetings and activities at state and federal levels. Principle responsibilities include: Contributes to the development and implementation of the Alliances Policy Agenda.Provides direct analytical support to the Senior Manager of Public Affairs and Media Relations. Identifies, evaluates, researches, analyzes, recommends positions, and determines the impact of key health care public policy that may impact the Alliance.Tracks and monitors relevant and priority legislation, budgets, administration, and policy developments at the local, state, and national level.Generates and shares policy updates and analysis with Alliance staff, governmental bodies, community partners, and community-based agencies.Assists the Senior Manager of Public Affairs and Media Relations in the planning and preparation of activities for the Alliance CEO in meetings with elected officials, as well as leaders in the community (development of fact sheets, issues to be discussed, memos, etc.).Responsible for maintaining and updating a monthly legislative report for the Alliance Board of Governors that includes key tracked bills. Assists with preparation of an end-of-year session legislative presentation for the Alliance Board of Governors.Completes other special projects and duties as assigned. Number of Employees Supervised: 0 MINIMUM QUALIFICATIONS: EDUCATION OR TRAINING EQUIVALENT TO: Bachelors degree preferred.3-5 years of experience in legislative affairs, regulatory affairs, or public policy analysis.3+ years of experience in health policy field preferred. MINIMUM YEARS OF ADDITIONAL RELATED EXPERIENCE: Knowledge of Alameda County, its cities and neighborhoods, governance, and community based organizations, preferred.Familiarity with Medi-Cal and other publicly funded programs preferred.Familiarity with health policy preferred. SPECIAL QUALIFICATIONS (SKILLS, ABILITIES, LICENSE): Strong verbal and communications skills.Understanding principles and practices of policy analysis and advocacy.Understanding of principles and practices of the development of effective written materials (briefs, reports, presentations, etc.).Understanding principles and practices of effective, clear and accessible presentation of complex information to broad audiences, internal and external.Demonstrated ability and knowledge in understanding the legislative and regulatory processes.Proficient experience in use of Microsoft Office Suite, as well as excellent internet search skills.Proven expertise in networking.Ability to meet deadlines and adjust to changes in policies, procedures, and priorities.Exemplary interpersonal skills, including ability to work effectively as part of a team across an organizational structure, a must as well as the ability to work independently as needed.
