POSITION SUMMARY:

As the Building Code Administrator, you will assume a pivotal leadership role within our division, reporting directly to the Associate Vice President of Campus Planning, Development, and Construction. We are seeking a highly experienced and dynamic professional to lead our Building Code Administration group as the Department Head. This role is crucial in overseeing strategic planning and overall departmental success. The successful candidate will be responsible for leading a team of inspectors and other support staff serving as the Authority Having Jurisdiction for the University. This position requires an experienced technical expert who is also a strategic thinker with strong leadership skills, a deep understanding of regulatory compliance, and a proven track record in managing a dynamic department overseeing a wide range of highly impactful and visible activities. RESPONSIBILITIES:

Strategic Planning and Departmental Leadership:

  • Provide strategic direction for the Building Code Administration department's operations, policies, and long-term goals.
  • Develop and implement departmental budgets, forecasts, and financial management strategies.
  • Lead a high-performing team of Building Code professionals, fostering a culture of excellence, innovation, and continuous improvement.
  • Collaborate with campus stakeholders, including Facilities Management, Planning, and Construction, to align departmental initiatives with the university's strategic vision.

Building Code Compliance and Enforcement:

  • Review building plans, specifications, and permit applications to verify compliance with University policies, state building codes, and applicable regulations.
  • Conduct and oversee on-site inspections of construction projects at various stages to ensure adherence to approved plans, building codes, and university guidelines.
  • Investigate and resolve complaints regarding potential violations of building codes, improper occupancy or building use.

Permitting and Documentation:

  • Maintain an effective and efficient permitting process. Review, approve, bill, and close out building permit applications, confirming that all necessary documentation and fees are submitted in accordance with regulations.
  • Maintain accurate records of inspections, permits, violations, and enforcement actions.
  • Prepare reports for management, government officials, and legal proceedings.

Stakeholder Engagement and Public Education:

  • Provide information and guidance to contractors, developers, and University user groups on building codes, regulations, and permitting processes.
  • Collaborate with other departments, agencies, and stakeholders to ensure coordinated enforcement of building codes and regulations. Includes inspection of leased and potentially leased spaces.
  • Represent the department in public forums, industry events, and community outreach initiatives.

Continuous Improvement and Innovation:

  • Stay current on building code updates, industry trends, and best practices through training programs, seminars, and professional development opportunities.
  • Identify and implement process improvements, technology solutions, and innovative approaches to enhance the department's efficiency and effectiveness.
  • Foster a culture of continuous learning and improvement within the Building Code Administration team.

Performs other duties as assigned.

POSITION QUALIFICATIONS:

MINIMUM:

The position requires master's degree in an appropriate area of specialization; or a bachelor's degree in an appropriate area of specialization and two years of appropriate experience. Directly related career experience may be substituted for the degree requirements on a year for year basis. This position requires certification and license from the State of Florida Department of Business and Professional Regulations as Standard Building Code Administrator.

FLSB1310 Equivalency:

4 years of directly relevant experience may be substituted for bachelor's degree.
6 years of directly relevant experience may be substituted for master's degree.

PREFERRED:

Meeting the requirements of the Florida Statutes 468.609 (3): 10 years of construction-related experience and 5 years of supervisory experience. Licensure as a Building Code Administrator (BCA) per the BCAIB board rules, including passing exams related to the BCA certification from ICC and Florida Laws and Rules. Bachelor's degree in architecture, engineering, construction management, or a related field (Required)

SPECIAL SKILLS/TRAINING:

  • Comprehensive understanding of local, state, and national building codes and regulations.
  • Extensive experience in construction practices, architectural/engineering plan interpretation, and project management.
  • Proven leadership skills, including the ability to manage and develop high-performing teams.
  • Excellent communication, interpersonal, and customer service skills. Strong analytical and problem-solving abilities, with a track record of developing creative solutions.
  • Proficiency in financial management, budgeting, and resource allocation.
  • Adept at navigating complex regulatory environments and ensuring compliance.
  • Skilled in utilizing technology and software for permit tracking, document management, and data analysis.
